    I am sorry, I did not chose my words carfully enough, it is Sugested that you atlest can make a Flexible website that anybody can update imformation. this is where XML and XSLT come in, XML can hold data and is widly used for almost anything, XSLT can transform XML into XHTML or HTML, PHP would be used for anything that you would not like to have Stadic (just look at the Server side fourm) Once again I did not pick the best words, and I am sorry for that. Sites below will hep you learn some of these laguages, you don't need these laguages, but you will impove you resuma with them

    Once rare, now commonplace

    Lame duck sessions of the U.S. Congress happen in even numbered years when Congress has to reconvene following the November general election to take care of unfinished legislation. Some lawmakers who return for this session lost their bids for reelection and will not be in the next Congress. Hence, they are informally called "lame duck" members participating in a "lame duck" session.
    The possibility of lame duck sessions of Congress began in 1935, when the 20th Amendment1 to the U.S. Constitution2 took effect. Under this amendment, ratified in 1933, regular sessions of Congress begin on January 3 of each year, unless Congress passes a law in the previous session changing the date. Also, the terms of members begin and end on January 3 of odd-numbered years. Under these arrangements, any meeting of Congress between election day in an even-numbered year and the following January 3 is considered a lame duck session.

    Why lame duck sessions are bad
    Lame duck sessions are never desirable. Defeated lame duck lawmakers, knowing they will not have jobs in the new Congress, either tend to "just go through the motions" while debating and voting on remaining important legislation or, in worse cases, attempt to hinder or even damage the lawmaking process. On the state level, the legislatures of only 11 states even allow lame duck sessions.

    By far the most dismal scenario for a lame duck session is whenever one of the two major political parties has taken away majority control of one or both houses of Congress from the other party, as happened after the 2006 mid-term election, when the Democrats won control of both the House and Senate from the Republicans. In these instances, with political tempers already running hot, the temptation for lame duck members to vent their frustrations by working to stall good bills, while turning bad bills into worse laws, becomes even greater.

    Why lame duck sessions happen
    Once rare, lame duck sessions have become all too common. The final days of the 109th Congress in November and December of 2006 became the 16th lame duck session since 1940.

    The typical "target" date for the annual adjournment of each session of Congress is during the first week in October. The target adjournment date has become a total myth in recent years. The first session of the 109th Congress, for example, did not achieve final adjournment until Dec. 22, 2005.

    During far too many recent years, the main reason for lame duck sessions has been Congress' failure to complete its work on the spending, or "appropriations" bills that form the basis of the annual federal budget. By law, the federal budget process3, including passage of the spending bills, begins the first Monday in February of each year and should be concluded by October 1st, the start of the federal government's Federal Fiscal Year. Failing to pass the spending bill by October 1, Congress is compelled to pass "continuing resolutions4," legislation that allows the government operate temporarily without an approved budget at the previous year's spending levels.

    Lame duck sessions: some bad, some not so bad
    Some sessions are not particularly productive, often because of political disputes and the difficulties of reaching legislative decisions in a post-election environment. In 1982 and 2002, for example, Congress returned after the November election in part to complete work on most of the spending bills. In each case, it failed to do so and the new Congress had to enact large continuing resolutions to fund government operations for the fiscal year already in progress.

    Other lame duck sessions, such as the one held in 1980, have been more productive. On that occasion, Congress approved budget resolution and reconciliation measures, five regular appropriations bills and a continuing resolution, an Alaska lands bill, a landmark environmental cleanup "superfund" bill, a measure extending revenue sharing, a revision of military pay and other benefits, and a bill changing the appointment power of the Senate President pro tempore.

    I came back last month from India via Frankfurt on Lufthansa. Airline does suck badly, but there is no need for transit visa if you got valid AP/visa stamp.

    Folks - Amsterdam, Dubai, Brussels are the best way to go. 4 years back, I had problems with Lufthansa, I did not know I ahd to take transit visa and they never allowed me on flight and I had to travel the next day by going to german consulate in morning get visa and went back in afternoon, and surprisingly they had blocked me for that day. Until then, I always used to travel ONLY by lufthansa, but after that experience, I never wanted to. I always fly emirates and I like it.

    ONE BEDROOM FLAT... AN INDIAN SOFTWARE ENGINEER'S LIFE...- A Bitter Reality

    As the dream of most parents I had acquired a degree in Software Engineer and joined a company based in USA, the land of braves and opportunity. *When I arrived in the USA, it was as if a dream had come true.

    Here at last I was in the place where I want to be. I decided I would be staying in this country for about Five years in which time I would have earned enough money to settle down in India.

    My father was a government employee and after his retirement, the only asset he could acquire was a decent one bedroom flat.

    I wanted to do some thing more than him. I started feeling homesick and lonely as the time passed. I used to call home and speak to my parents every week using cheap international phone cards. Two years passed, two years of Burgers at McDonald's and pizzas and discos and 2 years watching the foreign exchange rate getting happy whenever the Rupee value went down.

    Finally I decided to get married. Told my parents that I have only 10 days of holidays and everything must be done within these 10 days. I got my ticket booked in the cheapest flight. Was jubilant and was actually enjoying hopping for gifts for all my friends back home. *If I miss anyone then there will be talks. After reaching home I spent home one week going through all the photographs of girls and as the time was getting shorter I was forced to select one candidate.

    In-laws told me, to my surprise, that I would have to get married in 2-3 days, as I will not get anymore holidays. After the marriage, it was time to return to USA, after giving some money to my parents and telling the neighbours to look after them, we returned to USA.

    My wife enjoyed this country for about two months and then she started feeling lonely. The frequency of calling India increased to twice in a week sometimes 3 times a week. Our savings started diminishing. After two more years we started to have kids. Two lovely kids, a boy and a girl, were gifted to us by the almighty. Every time I spoke to my parents, they asked me to come to India so that they can see their grand-children.

    Every year I decide to go to India. But part work part monetary conditions prevented it. Years went by and visiting India was a distant dream. Then suddenly one day I got a message that my parents were seriously sick. I tried but I couldn't get any holidays and thus could not go to India. The next message I got was my parents had passed away and as there was no one to do the last rights the society members had done whatever they could. I was depressed. My parents had passed away without seeing their grand children.

    After couple more years passed away, much to my children's dislike and my wife's joy we returned to India to settle down. I started to look for a suitable property, but to my dismay my savings were short and the property prices had gone up during all these years. I had to return to the USA.

    My wife refused to come back with me and my children refused to stay in India. My 2 children and I returned to USA after promising my wife *
    I would be back for good after two years.

    Time passed by, my daughter decided to get married to an American and my son was happy living in USA. I decided that had enough and wound-up every thing and returned to India. I had just enough money to buy a decent 02 bedroom flat in a well-developed locality.

    Now I am 60 years old and the only time I go out of the flat is for the routine visit to the nearby temple. My faithful wife has also left me and gone to the holy abode.

    Sometimes I wondered was it worth all this? My father, even after staying in India, had a house to his name and I too have the same nothing more.

    I lost my parents and children for just ONE EXTRA BEDROOM.

    Looking out from the window I see a lot of children dancing. This damned cable TV has spoiled our new generation and these children are losing their values and culture because of it. I get occasional cards from my children asking I am alright. Well at least they remember me.

    Now perhaps after I die it will be the neighbours again who will be performing my last rights, God Bless them. But the question still remains 'was all this worth it?'

    I am still searching for an answer................!!!!

    You dont have to do anything. Just sit and watch the fun with USCIS. They will come up with solutions and get it passed with congress and they know better than any one else that they are in trouble without solutions. Lots of LAWSUITS will follow in next few months if they dont do their job on time.

    If I interpret correctly you are saying because USCIS will not like to work on so many EADs and APs year after year AND SO they themselves will seek increase in annual GC numbers to clear up the mess. I wish your predictions would turn out to be true.:)

    However, if enough EB GC numbers are not available, USCIS can not be repsonsibe for this. They have corrected the one mistake they did with the visa bulletin fiasco. I don't see any other basis for additional lawsuits.

    Sorry for not mentioning in my first post earlier... Just now I received a copy of the Letter which my company received from the USCIS. It is mentioned as "NOTICE OF INTENT TO DENY (NOID)".

    Reasons:

    - Section 203(b)(2)(A) of the Act states
    - 8 C.F.R 204.5(I)(3)(ii)(C)

    These are related to the Education for 3 yrs degree..

    - What is the next step ?
    - What is the chance of a positive result?

    You are absolutely right. Its almost as if democrats are wishing that CIR will go away. As I said in my previous post last time we had, Arlon Specter, Bill Frist and President Bush pushing CIR to the top of the agenda, the senate literaly set aside all buisness in May to get CIR done. This time CIR is like an untouchable disease nobody wants to touch even with a ten foot pole. Maybe something is happenning behind the scenes, we can only hope something is happenning behind the scenes.

    In addition to the bills you listed below, you also need to consider the time lost in the dreaded confrence between the house and senate when the bills are reconciled. For example the minimum wage increase bill passed by senate comes with some tax breaks wheras the minimum wage increase bill from house does not have any tax breaks. They have to have a confrence to resolve the differences between the bills and revote on it.

    The bottom line is CIR will happen if there is strong will of the congress. Right now you dont see any. Infact congress wants to look the other way when it comes to CIR. They have enough execuses to not do nothing on cir with there preoccupation with Iraq war, the 9 bills listed below etc. Unlike last time no strong man (rather men) is Shepherding it. So best case scenario might be December or Jan 2008.

    As some wise man said "patience is a virtue" and we need tons of it if we were to live to see the day CIR passes :D


    Let’s see, Senate has so far passed Bill #2
    And here are some of the bills in numerical order in which they were listed in Senate

    3. Stem Cell Research Enhancement Act of 2007
    4. Medicare Prescription Drug Price Negotiation Act of 2007
    5. College Student Relief Act of 2007
    6. CLEAN Energy Act of 2007
    7. College Opportunity Act of 2007
    8. Rebuilding America's Military Act of 2007
    9. Comprehensive Immigration Reform Act of 2007

    Also on an average it takes about 10 Business days to debate and vote on bill.

    Lookup at the senate calendar (working days week offs etc)


    Lets assume (when have things gone right for us?) everything goes according to the order listed above. We have 80 days of work before CIR comes to senate.

    Considering that senate takes weeks off (first from Feb 19-23, second from April 2-9). I don’t see how they can start CIR before May at the latest.

    Now they might say some of the bills could be a days worth of work, or not necessary bills will be taken up in numerical order etc.

    But I ask you again. When was the last time we were lucky?

    Mr. Vayalar Ravi , Minister of Overseas Indian Affairs,is coming to USA on June 27,2006. He is coming to Washington DC on July 4 to meet Indian Ambassador and Indian community. We should try to meet him personally and explain the problems we are facing. He can talk to US counterparts and do something for us.

    Let us organize an event to meet him on July 4. Since It is a holiday, lot of people can meet him and chat with him.

    Any comments from IV Core Team ? Can we contact Indian Ambassador to arrange a meeting with the minister ? is it possible ?

    I suggest you to think of investment options like stocks( only suggestion not an advice) I agree with other members as I presonally think paying the house loan is not a good option as we have to pay more tax to uncle sam. Enjoy the cash benefit that you get for your TAx and keep some money in Bonds and stocks and a little liquid cash( 10K to 20K).

    I just came back from india. Flew via Frankfrut (Lufthansa). Lufthansa was bad. Frankfrut was dirty, no customer service, service Reps are rude. Next time I will avoid Frankfrut. AND I will not pay a dime for transit visa. period.

    American airlines was trying to stop me boarding the plane as the CSR was not aware that if someone has AP they would not need transit visa in Frankfrut. I had to fight and make them call Frankfrut to confirm.

    Might not be pertinent but American Airlines food was horrible and tasteless. They were running out of food.
